BBC Trust committees
Much of the work of the BBC Trust is done through small committees that report to the full Trust. This page gives brief details of and the terms of reference for each of the Trust committees.
Audience Councils
- Oversees and reviews the work of the BBC Audience Councils
- Identifies cross-nations' issues and concerns for the Audience Councils and the Trust
The committee members are Chitra Bharucha (Chair), Alison Hastings, Rotha Johnston, Janet Lewis-Jones and Jeremy Peat.

Audiences and Performance
- Lead role in approving Purpose Remits and Service Licences before issue, and monitoring BBC performance against these
- Monitors the performance of the World Service
- Oversees the Trust's reviews of the BBC's public services
- Approves BBC Trust consultation plans relating to BBC services and the purpose remits
- Monitors BBC performance amongst different audience groups
- Overseas the Trust's programme of engagement with audiences

Editorial Standards
- Oversees the BBC's editorial complaints' processes and hears appeals on editorial complaints
- Advises the full BBC Trust on the BBC's editorial guidelines and monitors management compliance with the guidelines
- Commissions regular impartiality reviews

Finance and Strategy
- Reviews significant financial, strategic and investment issues on the BBC Trust's behalf
- Monitors internal controls and risk management throughout the BBC
- Commissions value for money reviews

General Appeals Panel
- Hears appeals on general complaints, i.e. those that do not fall under the BBC's specific processes for editorial, fair trading, TV licensing or Digital Switchover Help Scheme complaints.
The Committee normally comprises two Trustees. Membership is not fixed, however, and Trustees will join the Committee on an ad hoc basis depending on availability.

Public Value and Fair Trading
- Oversees the process for each Public Value Test
- Makes recommendations to the Trust on the outcome of PVTs
- Sets the principles for the conduct of BBC trading activity and monitors compliance with them by the Executive Board
- Hears appeals on fair trading complaints

Remuneration and Appointments
- Undertakes the BBC Trust's responsibilities with regard to Executive remuneration and appointments to the Executive Board, including those of the non-executive directors
